The Del Ray Relief Centre (or the Tomisaka Residential Disaster Centre in the Japanese version) was a civilian training facility built by the U.S. government to prepare the general population of Del Ray for when a natural disaster strikes (in this case, a flood). It does this through the usage of its own independent water supply to power its artificial currents and fill its (rather deep) chasms which voluntary visitors will be required to jump across. In addition, it educates the public about their Body Temperature
